Summer Camp Program Guidelines 2023

  1. THE PURPOSE
    The purpose of the Summer Camp Program is to offer a rich experience of fun, recreation, relaxation and socialization to Missouri Council of the Blind (MCB) legally blind and sighted members as well as other legally blind citizens of Missouri who are not members of MCB.
  2. RESERVATIONS
    1. Obtaining an Application
      An application and guidelines may be obtained online at https://www.moblind.org/summer-camp-program-guidelines-2023 or by phoning the MCB office at (314) 832-7172 or toll free (800) 342-5632, or by emailing moblind@moblind.org; or writing to:

    2. Where Are Applications and Checks to be Sent?
      1. All applications, checks, and communications should be sent to the Missouri Council of the Blind office or submitted online with payment at https://www.moblind.org/summer-camp-application
      2. Each person planning to attend camp must submit an application with all blanks filled in.
    3. Summer Camp Costs
      1. See cost schedule on application.
      2. All money must be submitted by an individual or by families. Do not send an affiliate check to cover all attendees from an affiliate.
      3. Checks or money orders must be made payable to "Missouri Council of the Blind".
      4. Members of the Missouri Council of the Blind shall pay the amount for summer camp as set forth by MCB. Children of MCB members, who are not yet 18 will pay the amount paid by Members of the Missouri Council of the Blind; not full price. Adults 18 and over who are not members of the Missouri Council of the Blind, and are legally blind shall pay twice the amount.  Sighted persons that are not members shall pay full price.

  3. MCB SUMMER CAMP REGULATIONS
    1. Who Can Attend?
      1. The Camp Committee will make the decision as to who attends. Preference will be given to legally blind persons and their immediate family (spouse and children under the age of 18 years). Children who are not of the immediate family may attend but will have to pay full price.
      2. No pets allowed; guide dogs are welcome and must be in harness while working. Emotional support animals are not allowed at camp.
      3. Applications with the earliest postmark will be considered first.
      4. Each person shall be allowed to attend one week-long camp each year (June, July) and the August weekend camp.
    2. Is There Swimming?
      Swimming will be permitted during the hours established by agreement with the camp owner and MCB Camp Committee with lifeguard on duty.  The MCB will not be responsible for anyone swimming when there is no lifeguard on duty.
    3. Housekeeping and Respect for Others
      1. Campers should make every effort to be neat and clean around their cabins.
      2. All those attending camp are expected to be considerate of the staff and other campers and are to demonstrate appropriate behavior.
      3. Parents are to be responsible for the behavior of their children at all times.
      4. Any camper failing to obey these regulations or to respond to corrective action by the Camp Committee agrees to leave camp upon request of the Camp Committee.  No refund of any money prepaid to the Camp Committee will be made.
      5. Firearms and illegal substances are not allowed at camp.
    4. Can I Do Fundraising at Summer Camp?
      1. No merchandise is to be sold while at summer camp except in connection with fundraisers for MCB or its affiliates.
      2. The Summer Camp Chair must be contacted in advance and all fundraisers approved by the Camp Committee.
      3. One hundred percent of the profits must go to MCB or one of its affiliates.
    5. Complaints, Requests, Emergencies and Cancelations.
      1. Campers who have complaints as well as requests will make them to the Camp Committee Chair.
      2. Should an emergency situation arise; refunds may be granted at the discretion of the Camp Committee.
      3. People who cancel their application two years in a row without a valid reason will be put on the waiting list.
    6. What Kind of Assistance Can I expect?
      1. There will be no personal care attendants available at camp for people with severe disabilities.
  4. TRANSPORTATION TO MCB SUMMER CAMP
    1. There will be no transportation reimbursement costs provided for the June, July and August camps.
    2. There will be no reimbursements for travel by private car.
  5. IF MY APPLICATION IS DENIED
    If your application is denied, you may file a written appeal with the MCB Board at the next regularly scheduled meeting. The Chair of the Summer Camp Committee will notify you in writing of the Board's decision.

Summer Camp Program Waiver and Release

IN CONSIDERATION for being permitted to participate in the Summer Camp Program and other meetings, conventions, activities, and events hosted and/or sponsored by Missouri Council of the Blind (“the Events”)

THE PARTICIPANT:

  1. HEREBY RELEASES, WAIVES, HOLDS HARMLESS, AND COVENANTS NOT TO SUE Missouri Council of the Blind, its officers, directors, employees, members, volunteers assisting in any way with the Events, Missouri Council of the Blind’s related entities, and any owners and lessees of the premises used to conduct the Events (all of whom are collectively for the purpose herein referred to as “releasees”) from all liability to the Participant, his/her personal representatives, assigns, heirs, and next of kin for any and all loss, illness, injury, or damage that is related in any way to the Events, and any claim or demands therefore on account of illness, injury or damage to the person or property, or resulting in death of the undersigned, whether caused by the negligence of the releasees or otherwise while the undersigned is participating in the Events.
  2. HEREBY ASSUMES FULL RESPONSIBILITY FOR AND RISK OF BODILY INJURY, ILLNESS, DEATH OR PROPERTY DAMAGE OR ANY OTHER DAMAGE that may result from participation in the Events or that in any way relates to the Events, whether such claims result from negligence on the part of any or all of the releasees with respect to the Events or any related activities or with respect to the condition, qualifications, instructions, rules, and procedures under which the Events and related activities are conducted, or from any other cause whether due to the negligence of releasees or otherwise.
  3. HEREBY ASSUMES FULL RESPONSIBILITY FOR AND RISK OF BODILY INJURY, ILLNESS, DEATH OR PROPERTY DAMAGE OR ANY OTHER DAMAGE that may result due to the risk that me or a family member or other contact may contract COVID-19 during the ongoing pandemic, whether or not COVID-19 is contracted during or in relation to the Events and regardless of whether or not COVID-19 is contracted as a result of negligence on the part of any or all of the releasees with respect to the Events or any related activities.

I am voluntarily participating in the Events and expressly acknowledge and agree that the foregoing agreement to release and waive is intended to be as broad and inclusive as is permitted by Missouri law and that if any portion thereof is held invalid, it is agreed that the balance shall, notwithstanding, continue in full legal force and effect.

I understand and accept that in the course of my attendance at and participation in the Events, film or photographs may be taken, or illustration may be made of me and/or my personal property. I acknowledge and agree that such film/photographs and/or illustrations may be used in any medium by Missouri Council of the Blind and all its related entities and agencies for advertising and promotional purposes in any medium, without compensation to me.  I agree that Missouri Council of the Blind has complete ownership of such pictures, photos, video recordings, digital images, audiotapes, and the like, including all copyrights, trademark rights, and other intellectual property rights, and I agree releasees may copy, modify, adapt, reproduce, display, or otherwise disseminate or use such pictures, etc. for any lawful purpose.  I hereby release and hold harmless releasees from any liability associated with the pictures, etc. specified above, including the use thereof.  I further understand there is no expectation of privacy or confidentiality associated with the pictures, etc. specified above.

Missouri law governs the interpretation of this Waiver and Release and any dispute that may arise out of this Waiver and Release shall be construed according to the laws of the State of Missouri.

Otella Robeson Camp Grant Guidelines 2023

The Estate of Otella Robeson has designated finances to go toward providing grants for MCB members to attend summer camp.  The grant will cover the cost of the week-long camp of $100.00 or the cost of the extended weekend of $75.00.  

An individual wishing to apply for the grant must be an MCB member and not have attended the summer camp within the past three (3) years.  A completed application for the week-long camp grant must be sent to the office by May 1.  The extended weekend camp grant application must be sent to the office by August 1.  Both grant applications must be accompanied by the regular camp application.  

The MCB Executive Board along with the chairperson of the summer camp program will make the final decision of who will receive the grant.
