When UEB was adopted in the UK this included capital signs.  We need them
because it helps us to know how to capitalize in print as well as in
braille.

I like British Braille publications with no capital signs.  They are not
needed for understanding, and this saves space.  Ed Meskys

Well, Ed, I must disagree as a braille reader and an educator, the use of
the capital is an important concept.  It totally freaks me out when I see
messages from people where the first person pronoun isn't capitalized.
Capitalization means the word is more important than other words.  It has a
special significance.  I don't know how the Brits get along without some way
of indicating caps.  Maybe it is taught as part of the curriculum for
keyboarding.

At least here in the U.S.  if a child consistently uses a small i to refer
to himself, that indicates a very low self esteem.

I am prepared to admit that no caps does save space, but at what expense?
