a year since we have had to do battle with the General Assembly in <BR>>
Jefferson City. I was hoping this year would be different. I was hoping <BR>>
with the change in the Administration our job to get a fair budget for <BR>>
people with disabilities would be less time consuming and more fair. I was
<BR>> hoping we could take a break from the constant attacks we always seem
to be <BR>> under when we try to get the basic services we need.
Unfortunately, I was <BR>> wrong. This year is as bad as any year in
Jefferson City since the 2005 <BR>> budget cuts.<BR>> <BR>> The
Governor has proposed capping our consumer directed services at 60 hours
<BR>> per month. This is based on a 5 day plan. If you do the math it
averages <BR>> out to less than 3 hours per day. Most people with significant
disabilities <BR>> cannot live independently on less than 3 hours per day.
Why the Governor <BR>> has proposed slashing peoples most closely guarded
resource (attendant care) <BR>> is beyond me to comprehend. If you have a
significant disability, or have a <BR>> loved one with a significant
disability, you understand why I am shocked and <BR>> disappointed at the
proposed reduction in level of care.<BR>> <BR>> The other item the
Governor is requesting to be passed by legislature is <BR>> third party
assessments. Currently assessments for needed attendant <BR>> services are
conducted by licensed medical professionals. Under this <BR>> proposed new
rule we believe there will be an initiative to control the <BR>> amount of
hours given or to reduce the level of care a person may receive. <BR>> Either
one of these approaches are unacceptable to people with disabilities <BR>>
relying on attendant services.<BR>> <BR>> In fact, in my opinion, any
reduction in services in this fiscal year is <BR>> unacceptable. People with
disabilities who rely on Medicaid to survive took <BR>> their beating in
2005, with Matt Blunt's Medicaid cuts. Cuts that threw <BR>> almost 100,000
people off of Medicaid, or kept them from receiving <BR>> desperately needed
services. These cuts still haunt some of us with <BR>> disabilities whose
quality of life was diminished and may never again be the <BR>> same.<BR>>
<BR>> This is why we are calling on you to attend a Rally in Jefferson City
on <BR>> Monday, March 1st. I was not planning a Rally this year. As I
mentioned I <BR>> felt the Governor would cut other areas that had not been
so previously <BR>> brutalized by budget cuts. If you use an attendant, if
you are an <BR>> attendant, if you are a family member of a loved one with an
attendant, if <BR>> you are a friend of someone who uses an attendant you
will want to be at <BR>> this Rally. We must stop the proposed cuts from
seeing the light of day. <BR>> Your health and your job depends on
it.<BR>> <BR>> Attached is a flyer detailing the time and place of the
Rally. We will get <BR>> you more information as it becomes available. We
have buses scheduled and <BR>> will get more if needed. But most of all we
need you to show up to this <BR>> Rally, voice your disapproval to cutting
CDS services and let the <BR>> legislators and the Governor know you care.
Hopefully, we can make a <BR>> difference.<BR>> <BR>> Please pass this
