Linda,

Generally speaking, laundry facilities in an apartment buildings would not
be covered by the ADA if those facilities are open only to residents of the
apartment and not the general public.  However, depending on the building,
they may be covered by the accessibility standards of the Fair Housing Act.
Here is a link to the Fair Housing Act Design Manual from the Department of
Housing and Urban Development.  Page 2.26 and 2.27 deal specifically with
laundry rooms.
