Update on the Legislation --"Twenty-First Century Communications & Video Accessibility Act": As you may recall, the U.S. House of Representatives passed H.R. 3101 on July 26, 2010 by a vote of 348:23 and the U.S. Senate followed soon after, passing S. 3304 on August 5, 2010 via unanimous consent. However, there is still a parliamentary process step to occur before our legislation goes to the President for signature whereby they deal with some technical corrections (including a grammar and a spelling error!). The COAT steering committee expects this to happen very soon, so please stay tuned. You will be first to know of any action that occurs! When the bill is enacted, our focus will be primarily on implementation and enforcement. Not only are multiple industries affected by this legislation (TV, phone, Internet, IT, wireless) but we also know the implementing agency, the Federal Communications Commission, will have more than a dozen rulemakings that everyone will want to become involved with. Once more is known, meetings of the Coalition can be scheduled, hopefully to both celebrate Presidential signing AND to plan around our bill's implementation.
