Subject: [Education and Welfare] summary of bills we are tracking at State
and National levels

All,

Here is a brief summary status of the various bills we are tracking.

HB1219, the equivalent to SB592 on changing the standard of proving
disability discrimination is going to the Governor at this time.
SB592 itself has no calendar date in the House and is not yet moved to a
committee. My guess is that our representatives might be waiting to see what
happens with HB1219 before the Governor.
Neither HB1432 or HB1413 are on the calendar for the House floor.
HB2011, Medicaid/State Medical cut to transfer to higher education has a its
perfection date on March 19 on the floor of the House.
HB1835 which will cut tax exemption for the newspapers and put money into
helping the blind have a smaller State Medical-ish fund is not on the
calendar yet. It hade a hearing scheduled on March 7, but that did not take
place.

ON the National front:
HB 860-dealing with tax incentives for car donations--now has 242
cosponsors, but our very Rep. Clay has not yet cosponsored it yet and
remains the only Missouri not to have done so.

HB4087, dealing with pharmaceutical container labeling, has two cosponsors,
one from Florida and the other from Virginia. The Florida Representative is
Eleana Ross, a Republican and the Virginia Representative, I am not finding
right now.

As far as SB1813, the amendment process continues to go on. It will continue
on Tuesday, March 13. The Portman amendment, which deals with the
commercialization of rest areas along Federal highways will be up for
consideration then.

I hope this gives you a snapshot of where things are that we as an
organization or tracking. WE do well to continue discussing strategy on
these issues with each other and following through on them with our Senators
and Representatives.
