Anne, Blind Pension is a state-funded program through a three cents per hundred valuation on real estate property tax. Supplemental Aid to the Blind (now known as SSI) is partly Blind Pension monies and partly federal monies.
If a person qualifies to receive SSI, they cannot also receive Blind Pension. The state makes up the difference between the amount received for an individual in SSI and the amount of the Blind Pension monthly grant which is now $707. The total amount of SSI is less than the amount of the monthly Blind Pension grant, so the difference between that amount and the $707 is made payable from the Blind Pension fund.
Because of there being federal funds used for SSI, that program is income-based whereas the Blind Pension program is assets-based.
