The Kansas City Convention was wonderful. There were many items for sale at the marketplace and the vendors were plentiful.
The banquet speaker was awesome.

The general assembly was informative and inspirational. Everyone enjoyed the tour of the city. The hotel staff was helpful and the food was excellent.

Special thanks to everyone who attended, host committee and the volunteers. See you in Jefferson City in 2018.

A Big thanks to everyone who attended the convention.  The Memorial Breakfast was a success and the tour was excellent.  A special thanks to Peggy Smith who coordinated the volunteers for our 60th anniversary, we could not have done it without you.  Thanks also to our co-host, UWB.  Thank you to all the sponsors for your support during the convention and to the musicians who played on Friday night and have been invited to play at the ACB convention in 2018. The color guard were amazing; a very special thanks to Joe for recommending this troop. See you in Kansas City in 2017.

Thank you MCB for inviting me to your state convention. Everyone was so welcoming and helpful. You have a great convention coordinator in Jesuita Tabor, she made sure everything ran smoothly and kept me informed every step of the way.  President Denny Huff was as always very warm and helpful, and I’m glad I got to spend a little time with Chris and Marvelena. Thank you Library Users of Missouri for inviting me to your breakfast and Braille Revival League I really enjoyed presenting at your lunch.  I met so many other nice people if I start mentioning names I’ll never be finished and I’d surely forget someone!

I'm thrilled to see so much excitement about the 2018 ACB conference to be held at St Louis's Union station.  For those of you who have never attended a national ACB convention here is just a bit of what the convention features. 

There will be approximately 300 various events including workshops, seminars, exhibits, and tours.  There are programs for students, teachers, parents or professionals; people in business or retired; young people in college; or senior citizens just losing their vision.

There are new products in the exhibit hall and new ideas for your chapter or affiliate.  There are tips on adaptive technology and issues to discuss on rehabilitation, transportation, education, health, and much more.  Lots of things to discover for kids too.  Field trips, crafts, and games! 

The convention will begin with our first tours on Friday June 29, 2018 and culminate with our banquet on July 5th.  I know that the 2018 convention is on the minds of everyone in Missouri however I hope that many of you are also able to attend the 2017 ACB conference and convention June 30th in Reno Nevada at the Nugget Casino and Resort.

Convention Coordinator :: June 2016

Make your plans for an exciting weekend. There will be a city tour on Thursday, October 6 from 5:00 PM to 6:30 PM. You will be picked up and returned to the hotel. The cost is $25. This is a 90-minute descriptive tour, no walking required.  The hospitality dinner will be Friday night at 7:00 PM. The cost is $5, and the menu is hamburgers, potato salad, fruit cup, cookie, and beverage. There will be a jam session, so feel free to participate. The silent auction will begin Saturday at noon. At 6:00 PM, the banquet doors open and there will be a social hour with strolling violinists. The cost for dinner is $25. The menu will consist of roasted chicken, potatoes, salad, vegetables, a roll, a beverage, and dessert. Vegetarian meals will be available. On Saturday at 7:00 AM, the Library Users are having a breakfast for $10. Feel free to attend. On Saturday at 12:00 PM, the Braille Revival League is having a luncheon for $15; feel free to attend this as well. Craft Room :: June 2016

As I will be working the Craft Room again this year at the Missouri Council of the Blind Convention, I will give you this information. The Craft Room will be in the Zermatt Room and will open on Thursday, October 6, 2016 from 1:00 PM-8:00 PM, on Friday, October 7 from 8:00 AM to noon and again Friday evening from 4:00 PM to 5:30 PM.  You will need to pick up your craft items on Friday between 5:30 and 6:00 PM. Only homemade crafts are supposed to be brought in. We hope to see a lot there. You can reserve tables by contacting Loretta Welch at 7251 N.W. C

For myself and all you old timers, “It is back in the saddle again.” For those of you who do not know me I was MCB's convention coordinator several years ago. And now, thanks to President Huff and our Board, I am back with some new ideas. I hope to create a thoughtful blend of the 60 years of MCB experience and some fresh new possibilities.

2014 MCB Convention :: March 2014

Convention plans are under way. Springfield Service Club and Route 66 Council are the host affiliates. In April we will pick the food and speaker.

Make sure you make some plans to join us in Springfield at the Doubletree Hotel. There is shopping nearby and several restaurants. The convention dates are October 3, 4, and 5, 2014. October will be here before you know it.

As the chairman of the craft room at the convention in St. Louis, I want to remind everyone to let me know how many tables you want for your crafts. The craft room will be open on Thursday from 1:00 p.m. to 8 p.m., then on Friday from 8:00 a.m. to 12:00 noon and again from 4:00 p.m. to 6:00 p.m. You will pick up your crafts on Saturday from 12:00 noon to 1:00 p.m.

2013 MCB Convention :: September 2013

By the time you read this you should have been in touch with the office to preregister for this year’s convention. Tower Club and RITE have made many plans and promise not to disappoint you this weekend. This weekend is a great opportunity to gather with your friends from across the state and enjoy the fellowship. I hope you will be joining us at Sheraton Westport Chalet on the Lake October 11, 12, and 13 for our Banquet and Hospitality, Auction and many other surprises. MCB Convention 2013 :: June 2013

October 11, 12 & 13 is about 4 months away but there is a lot to be done. Please keep these dates in mind.

The Sheraton Westport Chalet Hotel is located at 191 Westport Plaza Drive in St. Louis. Make your reservations by calling 888-672-7064. Be sure to say you are with the MCB Convention to get the reduced rate of $89 per night. The deadline for reservations is September 1.

Preregistration will save you time and money when you get to the convention. The cost for registration is $10 or $20 at the door. Hospitality is $5 or $7 at the door. Saturday banquet is $20 or $25 at the door. We will serve a club sandwich for the hospitality meal and you will have your choice of steak or chicken for the banquet. Vegetarian meals will also be available.

Don’t forget the veterans; we want to honor them at the convention this year. We will have our second annual auction at the hospitality dinner. See you at the convention!

MCB Convention :: March 2013

Make sure you make your plans to join us in St Louis at the Sheraton West Port Lakeside Chalet. There are so many attractions near the hotel I am sure there will not be a dull moment. Our Convention dates are October 10, 11, and 12, 2013. The Sheraton Hotel is looking forward to welcoming us to the St Louis area.

The MCB Convention is over for 2012.  I hope we made great memories at this year’s convention.  This was the year we had some new items to offer.  This was our first MCB Auction and many had a wonderful time bidding and raising money for our organization.  Tours were offered to many local attractions, including the Governor’s Mansion, State Capitol & Museum, Old Missouri Penitentiary and the Wolfner Library.  Local restaurants offered discounts for members attending the convention.  I hope you had a good time; I sure did.

Next year it will be St. Louis taking center stage for our annual convention. Mark your calendar for October 11, 12 & 13, 2013.  We will be at the Sheraton Westport Chalet.  This hotel is one of the best in the St. Louis area.  RITE and Tower Club are making plans for an outstanding convention.  They will be our host affiliates and they plan to please.  Meet me in St. Louie, Louie!

I hope everyone has made their plans for the MCB Convention. The deadline has passed for your pre-registration discounts but you can still make arrangements to attend the convention.

Information was sent to all the affiliates but I wanted to also give everyone the chance to know about some fun things we can do this year in Jefferson City while at the convention. We are offering the Wolfner Library tours again but we also have some new surprises. The State Capitol, State Museum, Governor’s Mansion and the Missouri State Penitentiary all offer tours. I hope you will find time to enjoy at least one of these historic places.

2012 Convention :: June 2012

October 5, 6, & 7 will be here before we know it; these are the dates for this year’s MCB Convention. Our convention will be held at the Capitol Plaza in Jefferson City, MO. Make your reservation by calling 573-635-1234 or toll free 800-338-8088. Please make your reservation before the September 3rd deadline. When making your reservation, be sure to tell them you are with Missouri Council of the Blind. This will give you the convention rates of $79 for Singles or Doubles, $99 for the Jr. Suite and $119 for the King Suite.

Registering early will save you time and money. All pre-registrations must be in before September 3. Pre-registration is $10 and on-site registration is $25.

The Hospitality dinner will include a wrap, chips, cookie and fruit and will cost $5 or $7 on site. The auction will be held during this dinner. The Saturday Banquet cost is $20 or $25 on-site. This year, you get your choice of Pot Roast, Chicken, or a Vegetarian meal.

We will have some new things this year and some old favorites. There will be a Craft Room where MCB members can sell their hand made goodies. For more information about the Craft Room, contact Loretta Welch at 660-679-5429. Our Exhibit Room will have a new name and new look this year. It will be known as “Market Place.” Each vendor that sets up a table in this room will be charged $10 for Thursday & Friday. We will be having Wolfner Library tours again this year on Thursday afternoon or Friday morning, for all that missed this tour 2 years ago, now is your chance to enjoy your library.

2012 Convention :: March 2012

Hey everyone, now is the time to get ready for this year’s convention. The hotel is ready to take our reservation. Capitol Plaza hotel staff is looking forward to having us hold our Convention October 5, 6 and 7. To make your room reservation call 573-635-1234. Be sure to tell them you are attending the MCB Convention so they can give you the reduced rate of $79 for singles or double, $99 Jr. Suite, and $119 King Suite. The hotel has a new policy for early check-in; before 3:00 there will be a $10 charge so they have time to get our rooms ready from the check out at 1:00. They have this policy to better serve their customers. The hotel also is non-smoking in all areas.

We have a new activity during our hospitality dinner this year. An Auction is going to be held with Melvin Smith and Wanda Lentz as co-chair for this committee. We are all looking forward to see what surprises they have in store.

To All MCB Affiliates and Members,

The auction committee invites you to participate in a project for the 2012 state convention, which will be held in Jefferson City this October. We are asking that members seek donations of nice merchandise which will be placed for bid at the auction. Conventioneers can place their bids on these items, and the highest bidder for each item will receive the merchandise on which they bid. We are looking for items which people would really enjoy receiving so such things as overnight stays at hotels, a vacation at a condominium, nice restaurant dinners, open-end airline tickets, electronics such as iPods (or who knows, maybe even an iPad), or nice adaptive equipment would be good choices.

Of course, proceeds from the auction will go to the MCB. We look forward to you joining us to help make this a fun-filled and productive fundraiser for MCB.

Craft Room Report :: December 2011

I was so glad to be the Chairman of the Craft Room. We had a room full of crafts this year. I want to thank Phyllis Lovett for assisting me again. She is a wonderful person and helps so much. We love her and want her help in the future.

Thanks to the Joplin Service Club for some afghans, hats and gloves to sell. I also want to thank Angelo and Janet Trapasso for selling knives and candy bars in the craft room. Thanks to Ted Jeffries for a lot of wood products to sell in there also. He does a wonderful job in making these products. Also, special thanks to Samantha Blevins for her crafts and Virginia Pierce for the raffle of her quilt. Phyllis and I sold Library Users tickets and Phyllis had some crafts also. I enjoy this thoroughly and I love everyone and look forward to next year. Love and Prayers.

MCB Convention :: December 2011

The 2011 MCB Convention is over and I had a blast and I hope all of you did too. Thanks to the team work we got it done. I could not have put it all together without all the great people in Joplin gathering the door prizes, getting items for the goody bags and boy were they the best goody bags ever! As you can see the team work is what it takes, all of us working for the betterment of MCB.

Now is the time to mark your calendar for October 4, 5, 6 and 7, 2012. The Blind of Central Missouri will be your host affiliate for next year and they will be planning lots of surprises for us all. Room rates at the Capitol Plaza Hotel, Jefferson City are $79 singles and doubles $99 Jr. Suite and $119 King Suite. Look for more information coming your way after the first of the year. 2011 MCB Convention :: September 2011

It is time to begin preparing for our MCB Convention. The convention will be held in Joplin, Missouri at the Holiday Inn – Joplin October 14 through October 16.

Make your reservations now for a great and wonderful time. To make your hotel reservations call 417-782-1000. When making your reservation be sure you tell them you are with the Missouri Council of the blind to get our discount rate of $89.

Don’t forget to register. Send your completed Registration Form with payment to the MCB office no later than September 7 to qualify for the pre-registration rate of $5. Registration after September 7 is $15.

The Break-Away Sessions include Basic Self Defense, presented by Team Joplin Martial Arts teacher, Mickey Seeten and Storm Safety, presented by the Redding Fire Department.

Craft Room Report :: September 2011

I will be the Craft Room Chairman this year again. I thoroughly enjoy doing this work for MCB. We are looking for a lot of you to bring crafts this year and make this a big year for our convention.

We will open the craft room on Thursday of convention at 10:00 am to close it at 8:00 pm. On Friday, the craft room will be open from 8:00 am to 12:00 pm then again from 4:00 pm to 6:00 pm. Then on Saturday, you will just pick up crafts from 12:00 to 1:00. That is all at will be open Saturday. Let’s give it a big boost this year and have the craft room full.

MCB Convention :: June 2011

Thursday, October 13, 2011 in Joplin, MO we will start our annual convention with a board meeting. We have the Guide Dog Users Breakfast, Library Users of Missouri Breakfast, The President Luncheon, and The Alma Murphy BRL Luncheon. That is right, we all like to sit down and have food but there will be work too. We have our regular meetings Education and Welfare, Resolutions and Bylaws and new breakaway sessions. Door Prizes and Goody bags will be a great asset to this year’s convention. We have a room to display all the newest things in adaptive technology and our craft room too.

Registration will be on the MCB Website for your convenience. Early registrations will save you both time and money. If you register early you will save $10.00. Hospitality will cost $5.00 for Club Sandwich, Chips, Brownie, Fruit Cup and Tea or Coffee. Saturday Banquet will be $20.00 you can have your choice of Beef, Chicken or Vegetarian Dinner. Pre-registration fee $5.00 and deadline for that will be September 7, 2011

Convention Review :: December 2009

Another convention is in the books!  Let me first say thank you to Progressive Council and Allied Workers and all others that helped and participated in this year's convention.  I have heard and received many compliments on the hotel, the craft and technology room as well as the kids club and speakers throughout the convention.  Attendance was good and much business was accomplished. 

Next year's convention will be held at the Capitol Plaza in Jefferson City, Missouri.

2009 MCB Convention :: September 2009

Dear affiliate presidents and members of MCB,

We, the planning committee for this year’s state convention, look forward to welcoming you to the Hilton Garden Hotel in Independence from October 9-11, 2009!

Our state convention will be a time for leisure as well as legislation. We wish to make your stay in the motel as comfortable as possible.

You can look forward to Braille labels on every door, on the soda machines and snack dispensers.  These labels will appear on the same panel as the printed notation.

Each room will include several amenities:  You will find coffee makers and frigerators.  So, bring your food for that late night snack or post-dinner party.  If you desire a wake-up call, let the front desk know, and they’ll be your alarm each day.

We will provide free shuttle service for anyone who wishes to eat out for lunch and dinner on Friday and lunch on Saturday.  Upon arrival, you will receive a list of nearby restaurants where the bus can drop you off and pick you up.  You will have no need to call for immediate service.  The driver will make rounds throughout each meal.  Several of the nearby restaurants will have Braille menus for your convenience.

We will also provide goodie bags at the registration table.  Enjoy them and use those bags throughout the weekend.

The 2008 MCB convention seemed to be well attended with 220 members registered and four guests. 

The pre-convention board meeting was an active one with all board members present and many interested guests. 

Among the business issues approved by the board was a six-months contract with Bev Armstrong to be the executive director.  The contract is written as such that the contract may be renewed by mutual agreement by both parties. 

The second major issue is a representation agreement between MCB and Deborah Greider to be MCB’s general counsel.  The board is faced with a number of issues which caused the board to believe the MCB does need a general counsel.

Friday morning began with the Guide Dog Users breakfast.  Besides electing new leadership for the special interest affiliate, this group had the responsibility and joy of determining how to use a large sum of money which had been bequeathed to them.

Then came Education and Welfare at which time Education and Welfare chairman presented to Deb Greider a memento of assorted MCB items for her diligent work on the blind pension lawsuit. 

The meeting wasn’t the usual reporting on legislation but rather some interesting information on how a bill becomes a law and a little song which was of the finger-snapping, toe-tapping variety.

Amendments and Resolutions meeting fostered a lot of discussion as it usually does.  The committee voted to recommend adoption of several of the amendments as well as the resolution.  The convention, however, adopted two amendments and the resolution. 

One of the approved amendments states that all affiliates, as well as members at large, must have the membership lists as well as their dues into the MCB office by September first.  The other amendment creates a standing personnel committee.  The resolution, submitted by Gregg Hollins and Linda Coccovizzo, was to request that the national ACB convention be held in Kansas City, Missouri in 2011.  That will be the 50th anniversary of ACB which was given birth in Kansas City in 1961 at what was then the Muehlbach Hotel.  No definite decision has yet been made by the ACB Convention committee.

Following the Presidents’ luncheon the opening session of the 2008 MCB convention began at 1:30 p.m. 
Something a little different was done on Friday afternoon.  The convention attendees had the opportunity to hear from each of the people running for president.  I believe the attendees did appreciate this.

Friday evening was filled with special interest affiliate meetings, youth activities and the MCB hospitality meal.  It’s my understanding that if one missed the youth activities and good food, you missed out on a lot of fun.  The youth activities included a sock hop.  People attending were asked to bring new pairs of socks to be given to kids at the Missouri School for the Blind who are in need.  The response was tremendous!

Saturday morning began early with the Library Users breakfast and with Dr. Richard Smith, executive director of Wolfner Library, as their special guest. 

The second general session of the convention opened with prayer.  Committee reports were interspersed throughout the convention.

Worship services continue to be an important part of our convention. 

The banquet had a number of highlights.  There were a number of awards given to very deserving people.  The Darrel Lauer award was given to James Hollins and Linda Gerken for their outstanding work with the youth.  The Ellis Forshee award was given to Carson Elliff, an attorney in Springfield, who gave us pro bono time in working with the thrift stores.  The Nathaniel Johnson award was presented to Eldon Cox who has served as the Convention Chairman for the past four years.  Finally, the President’s Award was given to a most deserving person, Christina Coyle, who was the glue that held the MCB office together during times of being short staffed. The evening was culminated with a “This Is Your Life” type of presentation honoring John Weidlich.  The presentation came as quite a surprise to John, but was much enjoyed by all who attended.
Sunday morning!  Nominations for president had been held on Saturday afternoon.  Those nominated for president were:  Denny Huff, Gregg Hollins and Jack Lenk.  So, the first order of business for the final general session of the convention was the election of president.  Denny Huff was elected by a narrow margin of 93 to 90.  Other new officers are:  James Hollins, first vice-president; Franklin Johnson, second vice-president.  Linda Coccovizzo was elected secretary.  Because a director’s seat was vacated by the election of Denny Huff for president, an election had to be held for a director.  Gregg Hollins was nominated and elected by acclamation. Congratulations to these new officers!

The 2009 MCB Convention will be held next October in Independence, and will be jointly hosted by Allied Workers and the Progressive Council.

Following the adjournment of the convention, a post convention board meeting was held to do a few leftover business items.

Despite the perils of the Holiday Inn Select people seemed to enjoy fellowship with one another—meeting new friends and seeing their long time friends.

Friday's hospitality meal will be a croissant club consisting of ham, turkey, Swiss cheese a crisp strip of bacon, tomato and a leaf of lettuce served with a dinner salad and potato salad coffee iced tea and a slice of apple pie cost will be $4.

Vegetarian and diabetic banquet meals may be arranged please let the office know by September 5th.

New In The Craft Room :: September 2008

I have a new idea for the craft room at the MCB convention.  I think we will just call it Used Blind-Aids sale.  If you have an aid or appliance for the blind you are not using and would like to sell it, bring it to the craft room.  There will be a special table for these items.  You must price them and put your name and affiliate on the tag.  Be sure to include a list of items and prices so that we can keep the money straight.  I hope many of you have crafts and blind related items to bring to the convention. 

If an affiliate has a fund raiser, you can put the items in the craft room but you must man your own table.

Wow it is already a few months into 2008 and is time to make plans to attend the October State convention. This years convention will be hosted by St. Charles Council of the Blind and will be held at the Holiday Inn Select in St. Peters Missouri. MCB Preconvention Board Meeting
October 4, 2007

The Board meeting of the Missouri Council of the Blind was called to order at 2:20 p.m. by President Phyllis Lovett at the Holiday Inn in Joplin, Mo.

The Pledge of Allegiance was led by Second Vice President James Hollins.

Secretary Trudy Blood gave the roll call of affiliates. The affiliates that were absent were River City Workers of the Blind and the South Central Ozark Association.

The minutes were approved with one correction. Beverly Kaskadden was already on the RSB Advisory Board. Bev didn’t think that the Board understood what the 401 Task Force was all about. She explained what it was.

Treasurer Celita White read the treasurer’s report. She read the proposed budget for 2008. In it had been included line items for an Audio and Sound Committee and an Elections, Voting and Credentials Committee. Since the chairperson of Elections, Voting and Credentials could not think of a reason why that committee would need a budget line, this budget line was omitted. Likewise, Galen Blood said he did not see a need for a budget line for Audio and Sound. That line was also struck from the proposed budget. The motion was made and seconded that the proposed budget be accepted with these changes.

Next Bev Armstrong gave a short executive director’s report. She said she would give her full Executive Director’s Report at the regular convention session. Bev had provided in the packets mailed to the Board information regarding stipends taken from the IRS website as well as information from a retired IRS employee who is a CPA. It was moved, seconded and voted to discontinue the stipends and have those who had been receiving stipends send in expense forms and receipts for reimbursement. Bev mentioned that the office needs new office furniture (Sandi needs a new desk). Celita affirmed that the desks are old, either having come from the Gravois address or left in the office when the building was purchased. When the Finance Committee put the $5,000 in the office budget, they were thinking if they might need to buy a new Braille embosser they could do that. That was not projecting the purchase of any furniture. After quite a bit of discussion, Bev Kaskadden made a motion that we increase the line item for office equipment from $5,000.00 to $10,000.00. The motion was seconded and carried.

The meeting was adjourned at 4:02 pm for a fifteen-minute break and reconvened at 4:19 pm.

Next Eldon Cox gave his Convention Coordinator’s report. The pre-registration is working really well. He has several good possibilities for future conventions.

Phyllis talked about the thrift stores. Bev Armstrong read the letter that all the Board members had received in their packets. The letter was from the Henderson Management Company. Phyllis believes they are hoping we will get tired of their messing around and just walk away. She further stated she believes they are trying to push us out. They are poor and sloppy bookkeepers. Phyllis has verbally warned them that if they put new merchandise in the stores--no matter how many signs they put up and if they leave the Missouri Council’s name on the store--then that constitutes fraud. We haven’t talked to the Missouri Attorney General’s office but Phyllis would like to get the audit started before we take any action. We’ll know which direction we can go once we find out more from the CPA. They may be legitimate but they’re not very honorable. Right now we are letting things ride until the audit is done. Celita asked if James Sanders from West Plains could do the audit. A motion was made and seconded that Celita check into whether James Sanders will do the audit. The motion carried. We will be making progress with this when the convention is over. Sandi has all the information for Phyllis from 2005 through 2007. Bev read the contract from HMC. A copy of the contract is available at the office for anyone who wants one. Linda Gerken made a request for donating $250 to be taken from the Lucille Fierce Memorial Scholarship Fund to the Power Up Conference held in the spring. The motion was made by Linda and seconded. The motion carried.

Special Services Program changes: Cindy Reynolds is still getting the release of information forms and the people are expecting her to contact the doctor or eye doctor to get their eye exam or letter from their eye doctor. That is not the Chair’s responsibility but rather the applicant’s job. If they need help, they need to provide all of the documentation. Phyllis suggested that she write the person a short note and say “Are you a member of MCB or are you legally blind? I need documentation of your visual status if you’re not a member of MCB.” Bev Armstrong moved that we include on the Special Services application that it is the responsibility of the applicant to provide the information when they’re requesting the grant. James Hollins seconded the motion and it carried. Bev Armstrong moved that it be stated on the application that the applicant has the responsibility of getting their forms in on time. Linda Gerken moved and it was seconded that the Special Services budget be increased from $8,000 to $10,000. A person may receive up to $500 The Committee has the responsibility to approve whatever they feel is appropriate. If an applicant has problems with the decision, they can bring it to the next Board meeting. Motion carried.

Member-at-large applications: They were read by Sandi Mackley, administrative assistant. They were voted on individually. There were ten in all. Four legally blind and six sighted. Approved were: Jean Fike, from Chesterfield; (Totally blind) Debra Lyle, from St. Joseph; (sighted) Kristy Ratliff, from Butler; (sighted, recommended by Leroy Welch) Shawn Havens, from Butler; (Sighted, recommended by Leroy Welch) Sue Havens, from Butler; (sighted, recommended by Leroy Welch) Kenny Adcock, from Butler; (sighted, recommended by Leroy Welch) Harold Dalton, from Eldon; (Legally blind, Recommended by friends in doctor’s office) Joe Morgan, from Odessa; (Blind, recommended by Trudy Blood) and Sandi Mackley, from Crestwood; (sighted, MCB administrative assistant) Correspondence: Sandi read a letter from Judy Burch requesting assistance for the St. Louis Area Blind Bowlers in the amount of $1,000 to provide transportation to the Midwest Blind Bowlers Tournament. Jack Lenk moved that a donation of $1,000 be made to the St. Louis Area Blind Bowlers. It was seconded and carried. Jack stated that he and June will be traveling to Australia on October 31 and returning on November 15. The purpose of their trip is to represent the United States in the international bowling competition.

The Children’s Miracle Network thanked us for the $400 donation.

A letter was read from Denny Huff suggesting that MCB come up with some fundraisers of their own instead of depending so much on the thrift stores.

The winter Board meeting will be held in St. Louis. James Pohlman, A. G. Edwards (now Wachovia) will meet with us to talk about our investment policy. We have not written a new investment policy since 1997.

U. S. Bank Investment Policy Statement draft: Celita read a draft of our U. S. Bank Investment Policy Statement. The Finance Committee has met with Denise Wondolowski and Angela Pearson from U. S. Bank. The Finance Committee needs to discuss this. Bev Kaskadden moved that this be referred back to the Finance Committee and to be reported on at the next Board meeting. Jack seconded the motion and motion carried.

We adjourned for supper at 6:40 pm and reconvened the meeting at eight pm.

Next, Bev Armstrong reported on the Braille Revival League. They had been reminded many times to send it their dues and membership list. Elizabeth Moore apologized because she thought the membership list and money had been turned in. She encouraged members of MCB to become members of BRL. Marie Thompson moved that we reinstate Braille Revival League as a special interest affiliate. Trudy Blood seconded the motion; motion carried.

Strategic Plan: Phyllis reported that Chip Hailey and Naomi Soule want to work on a strategic plan for MCB. Chip spoke of his ideas about starting a strategic plan. They would appreciate any feedback from people who might have some ideas.

Yellow Bev Armstrong talked about It would cost $350 a month. Our advertisement would be on numerous websites and would be statewide. The Board decided we could not afford this. RCGA: (Regional Commerce and Growth Association: The office was contacted urging MCB to rejoin the RCGA. We were told that MCB had belonged in the past but hadn’t for the last number of years. Bev Kaskadden will contact them to see what it entails. The cost of membership for a nonprofit is $500 per year.

The November 3 Board meeting of MCB was held at the Best Western/Kirkwood Inn in Kirkwood, Mo. All affiliates were represented with the exception of River City Workers.

Following the Pledge of Allegiance, invocation and roll call of affiliates and approval of the October 4 and Oct. 7 Board minutes, the agenda was approved with several additions. Those additions included a report on the November RSB public forum and meeting, RCGA, discussion about the Chronicle and a report on the Children’s Vision Summit.

The treasurer, Danny Wheeler, gave the treasurer’s report.

The President gave a brief report. The Board welcomed and heard from Jim Pohlman, our Certified Financial Planner with A. G. Edwards. Our investment policy has not been reviewed for some years and Mr. Pohlman encouraged the Board to do so. Following his presentation he fielded questions from Board members.

Following a short break the Executive Director gave her report. She reported that all Board members had been provided with copies of the amended Bylaws, the personnel manual and thrift store contract.

It was moved and voted that the attorneys for the blind pension lawsuit be asked to send a letter to MCB stating that Tom Kennedy Law Offices would represent us in the one time appeal capping the cost at $35,000. Bev stated that she was resigning as the liaison for the lawsuit and someone else would need to contact Deborah Greider for the written letter. Phyllis agreed to make the contact.

Chip Hailey, the new Education and Welfare chairman, gave a report on legislative activities concerning the Disability Rights Legislative Day as well as MCB’s legislative days. He also reported on the cost-of-living increase in Social Security and the increase to $1,570 that blind people can earn before affecting their SSDI.

The Board voted that in the future we have hospitality evening on the Friday evening prior to Saturday Board meetings.

Linda Gerken moved that MCB give $500 to MATP as a sponsor of the Power Up Conference. The motion carried.

Denny Huff moved that in the future, when having teleconference calls, that we use a less expensive conference call service. The company he recommended was one that charges ten cents a minute as opposed to twenty-nine cents per minute but those members will have to call in to a given number in order to be a part of the conference call. The motion carried.

Chip Hailey moved that a personnel committee be established and that Patti Schonlau be the chair of that committee. The motion passed.

There was discussion about the three directors being from the same affiliate. The President reminded the members that there is nothing in the Bylaws to prohibit this.

The matter of a couple who are members of MCB receiving grants to attend the ACB Convention and then not following the requirements was discussed. Denny Huff moved that the amount these people owed to MCB be forgiven as their income does not permit them to repay the money. Further, that they be ineligible for any financial assistance from MCB for the next three years. The motion carried.

Before the meeting was adjourned, we were advised that Ted Jeffers had undergone open heart surgery on Friday but was doing well. Also, that Betty Beaver’s son died suddenly on Saturday morning.

The meeting was adjourned at approximately 3:30 p.m.

MCB Convention Highlights :: December 2007

The fifty-first annual convention of the MCB was held in Joplin, Mo. at the Holiday Inn October 4-7. Nearly 200 visually-impaired individuals and friends were in attendance.

Many Convention goers hit the floor running by attending the Missouri Guide Dog Users’ breakfast on Friday morning which was followed by committee meetings of Education and Welfare at which a new chairman was elected by the committee. Resolutions Committee had a lot of work to do, discussing and deciding which amendments to recommend to the Convention. The Presidents’ Luncheon was held immediately following the committee meetings.

The opening session on Friday afternoon included the presentation of colors by the Missouri Army National Guard Honors Division, welcomes by the host affiliate president, Shirley Ritter, by the Holiday Inn staff and our President, Phyllis Lovett. Past President Chip Hailey offered the invocation.

The roll call of affiliates showed that there were two affiliates that were absent. We missed seeing the folks from the River City Workers and the South Central Ozark Association. There were some members-at-large who were present and introduced themselves.

The Friday afternoon speaker was Dan Rife from the Joplin Independent Living Center who spoke about Missouri Health Net. This program is to replace Missouri’s Medicaid program.

Committee reports were interspersed throughout the convention.

Friday evening was busy with folks attending special interest affiliate meetings, the youth hospitality gathering and MCB’s hospitality meal.

For the second year in a row our Youth Services Committee invited and hosted three first-timers to our convention.

The Saturday morning session began early with the Library Users’ Breakfast. Dr. Richard Smith, executive director of Wolfner Library, shared information with those at the breakfast and later with the Convention regarding the soon-to-come digital machines.

The Saturday morning session convened at nine a.m. with the invocation given by Chip Hailey. Stephen Giggar told the Convention about accessible cell phones. Thanks to Dr. Smith and Stephen for giving of their time and information to our Convention.

Following lunch attendees were eager to get on with the business at hand. Brenda Dillon, second vice-president of the American Council of the Blind, spoke to us about ACB.

Next, we welcomed Mike Merrick of Rehab Services for the Blind. Members are always interested to hear what RSB is doing.

Knowing that there were a number of elections to be held, our President opened the floor for nominations for the office of first vice-president. Linda Gerken was re-elected first vice-president to serve for the next year.

Next, nominations were opened for the Public Relations chairman. Not new to this office Leroy Welch was once again elected to this position.

As there were three Directors to be elected, our President decided to have the election for one of them on Saturday afternoon. Steve Schnelle, member of St. Charles Council of the Blind, was elected as director.

The Joplin Service Club did a great job on securing entertainment for the banquet. Cindy Degnan, author and speaker, kept all banquet attendees laughing and waiting to hear what the next vignette would be.

Highlights of the banquet are always the awarding of MCB awards. Ted Jeffers of the host affiliate was presented with the Nathaniel Johnson Award. The Ellis M. Forshee Award is given to individuals or businesses who have done significant work in the area of legislation for the blind of Missouri. St. Louis University Law Clinic and Tom Kennedy Law Offices shared in this award. Both had been instrumental in the MCB lawsuit regarding Missouri’s Blind Pension program.

The Darrell Lauer Outstanding Leadership Award was proudly presented to immediate past president, Kathey Wheeler. Another award that MCB Presidents enjoy giving is the President’s Award. This award was presented to Danny Wheeler. We extend most sincere congratulations to these award recipients.

Reconvening once again on Sunday morning the Convention heard more committee reports, the executive director’s report and the adopted budget for 2008.

There was also the bid for the 2008 convention. It was voted to hold our 2008 convention at the Holiday Inn in St. Peters to be hosted by the St. Charles Council.

And, yes, more elections. Nominations were opened for the office of treasurer. Danny Wheeler of Allied Workers for the Blind was elected as the treasurer. Two more directors were also elected. They were: Denny Huff and Bev Kaskadden.

Amendments: In Article III. Membership Section 1. the word “meetings” was changed to read “conventions. With this change members may speak from the floor at conventions, but can no longer speak at board meetings unless they have prior permission from the President, or unless a board member requests permission for a non-board-member to speak and that request is made in the form of a motion which is then approved by the rest of the board.

Currently the MCB prohibits its members from jointly belonging to the National Federation of the Blind. An amendment was introduced which would have deleted this section from our constitution; however, this amendment did not pass. So the rule still remains that MCB members may not also be members of the NFB.

Article XI. Section 5 was amended. This amendment changed some dates. Now, proposed resolutions and amendments will have to be in to the chairman of that committee by July fifteenth. The chair must have them into the office by August first; and the office must have them sent out to the affiliates by August thirty-first. stablished that there can be no other special interest affiliate in kind. In other words, there can be no more than 1 BRL, or Library Users, or guide dog special interest affiliate.

Several years ago MCB passed a resolution which allowed members who intended to attend the ACB national convention to receive a grant to help with their expenses. This resolution was further clarified and strengthened by an addition to the By-laws. The amendment, which passed, states that a member who receives a grant to attend the ACB Convention, but is unable to do so or to attend all the business sessions, must return the money by July fifteenth. Failure to do so may result in the MCB taking legal action. The individual would be ineligible to receive any future grants for a period of three years or until the money is returned, whichever is longer.
