Whereas, the Constitution and Bylaws of the Missouri Council of the Blind state that this organization shall be governed by ROBERT´S RULES OF ORDER NEWLY REVISED; andWhereas, the purpose of a parliamentarian is to assist the presiding officer or Chairperson in upholding the Constitution and Bylaws of an organization, to aid in the maintaining of the tempo of the meeting, to encourage and promote harmonious discussions during meetings, and to supervise in the proper execution of the agenda:

Now, Therefore, Be It Resolved, by the Missouri Council of the Blind in Convention assembled in Kansas City, Missouri on this tenth day of October, 1987, that this organization shall procure the services of a registered, certified, non-partisan parliamentarian to preside at all future conventions.
